1. Policy Development Top of page
- All policies must comply with the laws and regulations of the Socialist Republic of Vietnam and applicable international standards; align with the mission, vision, and values of Nam Can Tho University (DNC); and reflect recognized practices in higher education governance.
- The policy development process shall be inclusive, ensuring participation of relevant stakeholders, and must be transparent, clearly defined, and consistent in its review and approval procedures.
- Policy owners are responsible for providing subject-matter expertise, rationale for the policy, relevant legal and institutional requirements, and a summary of consultation and decision-making processes. They shall coordinate with policy reviewers to gather input, respond to feedback, and obtain final approval before implementation.
- Policy owners must identify appropriate stakeholders and follow the authorized process for drafting and revising policies. Stakeholder input and decisions must be considered and appropriately integrated.
- The Governance Support Unit (GSU) shall facilitate the policy development process, including compliance with legal and institutional requirements, and ensure involvement of competent authorities at DNC for approval and endorsement.
2. Structure and Content Top of page
- All policies shall follow a standardized and officially approved format.
- Policies shall be assigned reference codes for documentation and retrieval purposes.
- Each policy must have an official version in Vietnamese. Where an English version is necessary, both language versions must be developed and approved simultaneously, and both versions shall be equivalent in content and legal standing.
- Policies shall not include detailed procedures unless necessary for comprehension. Operational procedures, if applicable, should be referenced through links in the “Related Documents and Forms” section.
3. Implementation and Communication Top of page
- The Governance Support Unit (GSU) is responsible for publishing the official policy on the university's policy portal or internal platform, as appropriate. Upon publication, GSU shall notify the policy owner and release an official announcement to students and staff.
- The policy owner is accountable for implementing the policy, including conducting information sessions, training activities, system adjustments, administrative workflows, and quality assurance measures as outlined in the approved policy.
