I. Introduction

The Office of Compliance and Legal Affairs of Nam Can Tho University was established under Decision No. 29/QĐ-CTHĐT-ĐHNCT dated April 11, 2023, issued by the Chairman of the University Council. Its main function is to advise and assist the University Council and the Board of Rectors in directing, operating, and implementing internal inspection, supervision, complaint and denunciation resolution, and legal affairs in accordance with legal regulations.

II. Functions and Duties
1. Functions

The Office of Compliance and Legal Affairs is responsible for internal inspection and supervision. It advises and assists the Rector in identifying weaknesses and shortcomings in the management mechanisms of units, organizations, and individuals within the University, and recommends corrective and preventive measures. It also detects violations of the law, school rules, and regulations.

The Office supports units, organizations, and individuals in the University in complying with educational laws and relevant legal policies. It handles complaints, denunciations, and anti-corruption work within the University's legal scope. It also advises the University Council and the Rector on legal matters related to organization, management, and University activities based on legal regulations; advises heads of units on managing their assigned fields in compliance with the University and legal regulations; drafts legal documents, reviews and examines legal documents, monitors law enforcement, and carries out other tasks assigned by the Rector.

2. Duties

Internal Inspection, Supervision, and Monitoring

  • Organize inspections and supervision of educational and training activities as directed by the Rector. Submit annual inspection plans to the Rector and organize implementation upon approval. Monitor and summarize inspection activities and report to the Rector.
  • Inspect compliance with educational laws and policies.
  • Inspect the implementation of objectives, plans, programs, educational content and methods, training regulations, examination procedures, issuance of diplomas and certificates, regulations on textbooks and lectures, financial and asset management, scientific research, international cooperation, staff management, and quality assurance conditions.
  • Inspect the management of Faculties in assigning lecturers, assessing coursework, evaluating theses, exam invigilation, grading, and academic records management.
  • Receive citizens, serve as the focal point in resolving complaints and denunciations in accordance with legal regulations.
  • Advise the Rector in developing measures to prevent and address negative behaviors in teaching, education, management, and student services.
  • Prepare reports on inspection, citizen reception, complaint and denunciation resolution, and anti-corruption work as required by the Rector and higher authorities.

Legal Affairs

  • Advise the Rector on the legal validity of internal regulations before issuance; review and systematize internal documents.
  • Assist the University Council and Rector in contributing opinions on draft legal documents submitted by relevant agencies; recommend amendments, supplements, or new legal documents to competent authorities.
  • Provide legal opinions on drafts prepared by other units before submission to the Rector.
  • Lead or coordinate with relevant units to disseminate legal knowledge and internal regulations to staff, lecturers, students, and trainees.
  • Provide legal consultation on handling violations of staff, lecturers, and students.
  • Carry out other duties assigned by the University Council and Rector.

IV. Activities

Over 11 years of the University’s development, the Inspection and Legal Affairs Office has operated officially since May 2, 2023. Previously, it was the Inspection – Legal Affairs Committee, established under Decision No. 94/QĐ-CTHĐQT-ĐHNCT dated September 24, 2013, by the Chairman of the Board of Trustees. Committee members were concurrently holding important positions in various University units.

Many members were awarded the title "Outstanding Grassroots Emulation Fighter" for academic years from 2013 to 2023 by the Rector and received Certificates of Merit for "Excellent Performance in the Academic Year" from the Chairman of the People’s Committee of Can Tho City.

V. Development Orientation

To build a sufficiently staffed and professionally competent Inspection and Legal Affairs Office that operates effectively and legally, meeting the requirements of higher education management reform under the autonomy mechanism.
