I. Introduction
The Office of Testing and Educational Quality Assurance
was established under Decision No. 60/QĐ–CTHĐQT–ĐHNCT dated October 28, 2015, by the Chairman of the
Board of Trustees of Nam Can Tho University, formerly known as the Testing Unit under the Training
Department of Nam Can Tho University.
II. Functions and Duties
1. Functions
The Department serves as an advisory body and is accountable to the University
Council and Board of Rectors in implementing activities related to testing and education quality
assurance in accordance with the Education Law and regulations set by the Ministry of Education and
Training.
2. Duties
The Office of Testing and Educational Quality Assurance performs the following
tasks:
- Advise the University Council and Board of Rectors on the implementation of
testing-related policies and regulations.
- Develop strategies, objectives, and policies for the university’s testing
operations.
- Lead and collaborate with departments to draft regulations and management
documents for assessments and final exams.
- Oversee the development of exam questions and test banks, and conduct regular
reviews to ensure alignment with course objectives and learning outcomes.
- Manage and store exams, test banks, and answer sheets according to regulations.
- Organize grading, re-grading, post-audit, and resolve complaints regarding
final exam results.
- Conduct regular and random checks for plagiarism in students’ theses and
dissertations using plagiarism detection software.
- Participate in professional development and training related to testing.
Regarding Quality Assurance
- Collaborate with units to study and propose objectives and plans for education
quality assurance to the University Council and Board of Rectors.
- Lead the development of quality assurance documents for approval by the Rector.
- Implement tasks related to institutional quality assurance, propose and monitor
improvement measures, manage QA databases, produce self-assessment reports, and lead
internal, peer, and institutional accreditation processes.
- Assist faculties in self-assessment and program accreditation; compile QA
statistics and reports for university and governmental bodies.
- Support admissions work as directed by the University Council and Board of
Rectors.
- Perform clerical, archival, and statistical tasks for administrative purposes.
- Coordinate with the University's Inspection and Legal Department for scheduled
audits.
- Carry out other related tasks as assigned by university leadership.
III. Personnel
The Office of Testing and Educational Quality Assurance is currently
structured to include 01 Acting Head, 01 Deputy Head, and 05 staff members, including 01 Master's
degree holder and 04 engineers.

IV. Activities
In recent years, thanks to the close guidance of the Board of Trustees and the
Board of Rectors, along with the cooperation and support from all individuals and units within the
University, and the continuous efforts and hard work of the staff and specialists of the Department
Of Academic Quality Assurance And Testing, the work of testing and quality assurance has made strong
progress.
Regarding Testing Activities
- The staff and employees of the Department Of Academic Quality Assurance And
Testing have implemented management innovation within the unit, applying science and
technology creatively, promoting digital transformation in organizing activities, and
streamlining work processes to excellently complete tasks related to testing assigned by the
University leadership
Regarding quality assurance activities
- The Department Of Academic Quality Assurance And Testing regularly updates and
serves as the focal point for advising the Board of Trustees and Board of Rectors on
policies and documents related to quality assurance activities, and acts as the lead in
self-assessment and external assessment of educational institutions (EIs) as well as
training programs (TPs). By 2025, the University has conducted self-assessment and
registered for external assessment of the EI for 2 cycles (in 2018, 2023) and has been
granted a certificate of educational quality accreditation by the Vietnam National
University, Hanoi - Center for Education Quality Accreditation, according to the quality
standards of the Ministry of Education and Training. Furthermore, the unit also serves as a
focal point to support specialized faculties in conducting self-assessment and registering
for external assessment of TPs. To date, 23 TPs (including 4 TPs that have been assessed for
Cycle II) have been granted certificates of educational quality accreditation according to
the standards of the Ministry of Education and Training. In the next phase, 2025-2030, the
University is expected to conduct self-assessment for 04 to 08 TPs with graduating students
each year, and promote quality assessment as well as school ranking according to
international standards.
Thanks to achievements in both testing and quality assurance, the department has
been honored for several consecutive years as an "Outstanding Work Unit" and its members recognized
for excellence and awarded “Grassroots Emulation Fighter” titles.
V. Development Orientation
In the future, the department will continue to fulfill its assigned duties,
innovate in management, and improve efficiency and effectiveness. It aims to foster good working
relationships among university staff, advise the leadership on strategic goals for faculty/staff
training in QA and accreditation, enhance staff capacity in testing, curriculum development, and
assessment techniques. The department will guide units in conducting training and capacity-building
activities, increase internal audits, correct shortcomings, and promote achievements. It will
maintain scientific, orderly management practices and closely cooperate with other departments in
professional activities. It will also actively participate in social and charitable activities
organized by the government, local authorities, and the university.
