I. Introduction
The Ho Chi Minh Communist Youth Union of Nam Can Tho University (University Youth Union) was
established under Decision No. 181-QĐ/TĐTN-BTC dated June 16, 2014, issued by the Can Tho Municipal
Youth Union. Currently, the University Youth Union comprises 14 grassroots-level youth union
branches, 382 subordinate units, with a total of 17,317 student members.

II. Functions and Duties
1. Functions
The Ho Chi Minh Communist Youth Union of Nam Can Tho University is a political
and social organization responsible for gathering and uniting youth. The Union operates under the
direction of the University Council, the Party Committee, the Board of Rectors of Nam Can Tho
University, and the Executive Committee of the Can Tho City Youth Union
2. Duties
Roles and Responsibilities
- Responsible for directing the implementation of the goals and programs approved
at each term's Youth Union Congress.
- Responsible for disseminating and executing the Party's Resolutions, State
policies, University regulations, and directives from higher-level Youth Union organizations
throughout the term.
- Develops action plans for each month, semester, and academic year, while
monitoring, supervising, and evaluating implementation to ensure the highest effectiveness.
- Handles the admission of new Union members; issues commendation or disciplinary
decisions; resolves complaints and denunciations by members.
- Recommends outstanding Union members to the Party Committee for consideration
and training toward Party admission.
- Provides guidance and direction to subordinate Union Executive Committees in
admitting new members and facilitating member transfers.
- Oversees and manages activities of Faculty-level Youth Unions and affiliated
units, and advises on the design of practical and engaging activities for Union members.
- Prepares content and personnel planning for the subsequent term’s Youth Union
Congress.
- The Standing Committee (SC) of the Union represents the Executive Committee
(EC) in directing all activities of the Union.
- Both the SC and EC maintain close oversight of Faculty-level Unions,
subordinate branches, clubs, teams, and groups, as well as various recreational and
educational models to support student learning. This enables timely guidance and improves
the overall effectiveness of Youth Union movements.
III. Personnel
The Youth Union of Nam Can Tho University has undergone five congress terms. At
the 5th Congress of
the Ho Chi Minh Communist Youth Union of Nam Can Tho University (Term 2024–2027), 29 members were
elected to serve on the Executive Committee of the University Youth Union.
The Youth Union of Nam Can Tho University includes the following affiliated
faculty-level units: Faculty of Medicine, Faculty of Economics, Faculty of Business Administration
and Marketing, Faculty
of Tourism and Hospitality Management, Faculty of Law, Faculty of Architecture, Construction and
Environment, Faculty of Information Technology, Faculty of Mechanical and Automotive Engineering,
Faculty of Pharmacy, Faculty of Engineering and Technology, Faculty of Odonto-Stomatology, Faculty
of Nursing, Faculty of Foreign Languages, DNC School
IV. Activities
Over the past 12 years of development, under the leadership and support of the
University Council, Party Committee, Board of Rectors, and Can Tho Youth Union, the Youth Union of
Nam Can Tho University has effectively promoted its pioneering role. It has organized numerous
activities in political, ideological, ethical, traditional, and legal education for its members and
young people.
The Union has been consistently recognized as a strong unit and has received numerous
certificates of merit from the Central Youth Union, People’s Committee of Can Tho City, and
Can Tho Youth Union, notably:
- 2017: Certificate of Merit from the Chairman of Can Tho People's
Committee for
outstanding achievements in the 2017 Summer Volunteer Campaign (Decision No.
2412/QĐ-UBND dated September 11, 2017).
- 2018: Certificate of Merit from the Central Youth Union for outstanding

V. Development Orientation
Theme: “DNC Youth: Intelligence – Creativity – Integration and Development”
- Implement Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on
“Promoting learning and following Ho Chi Minh’s ideology, morality, and style”; and Action
Program No. 33-CTr/TWĐTN-BTG dated October 18, 2015 of the Central Youth Union on
implementing Directive No. 42-CT/TW of the Party Secretariat regarding strengthening the
Party’s leadership in educating revolutionary ideals, ethics, and cultural lifestyles for
young generations (2015–2030).
- Organize youth-led projects and initiatives; develop an action program to
implement the resolutions of the 11th Congress of Can Tho Youth Union and the 5th Congress
of Nam Can Tho University Youth Union.
- Efficiently carry out activities that promote youth creativity in academia,
volunteering, career guidance, and entrepreneurship support.
- Improve the quality of Youth Union membership development and management, and
promote the Youth Union’s training programs.
