The Educational Commission for Foreign Medical Graduates (ECFMG) administers the USMLE Step 1 and Step 2 for international medical graduates (those outside the U.S.):
Medical students and graduates from ECFMG-recognized institutions can apply for the USMLE as long as their graduation year is included in the approved list.

When an international medical school is granted a Sponsor Note by the U.S. Department of Health through the Educational Commission for Foreign Medical Graduates (ECFMG), its medical graduates become eligible to sit for the USMLE.
This eligibility provides them with equal opportunities to compete with U.S. medical graduates for residency programs in the United States. Additionally, it opens doors for postgraduate training programs not only in the U.S. but also in other countries worldwide.
